What is Scouting?

B-P (Sir Robert Baden-Powell, the founder of Scouting)
put it best in his 1908 book, "Aids to Scoutmastership".
He wrote, "Scouting is a game for boys, under the
leadership of boys, in which elder brothers can give
their younger brothers a healthy environment and
encourage them to healthy activities such as will
help them to develop CITIZENSHIP." The emphasis on
"citizenship" is B-P's, since teaching good citizenship
is the ultimate goal of Scouting the world over. That
goal has not changed in the nearly 100 years since
Scouting's founding. Our program, the "game" to which
B-P refers, is the means we use to reach that goal.
